I don't see the problem.
(i)Employers will always take the top percentile of people for the best positions. In that respects, it makes not odds if 10% or 100% of people have degrees, you still take the top 5% for the best jobs.
(ii)Gaining employment is not the sole purpose of education.
A better educated society eventually leads to a more civilised, more intelligent and more cultured society. There is nothing wrong in that as far as I can see
Evenyone shoudl have the chance to go to university, indeed, people should be positively encouraged to do so.

I can see how so many pass these as there are some ridiculously easy questions in there but there are also some more testing ones that make you think (I don't think I ever came across plot boxes before!). So the mechanism looks like may still in place and it's just some sort of PC marking scheme where nobody fails that is doing an injustice.
