Street parking and driveway access - neighbours!

A problem these days is common courtesy. If you are not going to put the drive in now, maybe an idea (if you think your neigbours are doing this deliberately to get a reaction), would be to just have a quiet and more importantly calm word with them and ask politely if they would refrain from parking outside your house. As it stands at the moment, there is little else you can do and this might just work, sometimes a polite attitude surprises people and may get a better response than putting in a drop kurb, while still not having an actual driveway.
TBH, I'm not actually sure why you are so upset at the moment as it is not yet a driveway, hence they are not blocking access for you. Other than just not wanting them outside, they are, in fairness, doing nothing wrong.
I think putting the drop kurb in alone, will just p**s them off, and it's more likely to just cause further problems.
Just my opinion though.

Had a council approved builder round this afternoon to quote on the drive. Not quite sure how big it is but two cars will fit on pretty much. Got him down to £1500 all in which is what I was hoping to pay.
He asked if I wanted a car'van for me ma, but I politely declined
