If the person is caught (otherwise the the poor victim has to foot the bill from their insurance), and that's a big IF in the UK, just repaying the damage isnt a punishment!!!

You cannot stop these things from happening!
The problem here is that he was caught and he faced a laughable punishment.
What i was saying is that if he cannot afford to pay the damages - the punishment should be up to par, and not making it easier for the criminal.
I wasnt saying that if you can afford to pay the damage - that you should do it. But if the damage was for 25k - he should pay 25k. Why should he get away with 1k and community service? So anyone who doesnt have 25k would think twice about doing 25k worth of damage.

Of course people will have no respect for other people's property when the state lets them go free. So the next time he gets drunk and wants to show off with his friends he does things he wants because he knows he will have to pay only what he can afford.

Thats where the idea of earning your freedom comes from.
People who havent worked a single hour in their life, feel like kings - so they step on a 200k pound car, doesnt matter that they will never see such money in their life, let alone earn it.
Because when he goes to court, he will pay 30 pounds and work X number of hours community service. They never learn the true value of damage they do, because the government protects them - why ?
If only you take one such criminal and make him work off the exact damage he did they would all start thinking thrice before doing something like this.
