In short the RSPCA will check that the dog has water and shelter and is in reasonable condition, i.e. it's fed and it's coat isn't full of matts / fleas etc. If all that's OK, they won't be able to do much if anything as the dog isn't being mistreated.
As has already been said, you may be able to go to the council on noise grounds but I'd speak to the neighbour first as going the formal route could get nasty.

Sounds as though the dog is not being properly cared for. I have seen this sort of thing before when a bloke used to go away for 2 or 3 days with his dog locked in the garage and howling and his cat not being fed. Eventually the cat had kittens and carried them round to our house because it knew we were animal lovers.
If the poor dog has to be left all day until the late evening they are not qualified to own it.

Without knowing the full facts its hard to tell. If its being left out daily with access to food water and shelter, its not really cruel.
As I said before the howling is more likely for attention than hunger.

Labs do howl (moan like crying) when they want sympathy or attention. My bet is everytime it does, they go down and tell it to be quiet, or eventually let it in the house. So its getting what it wants, hence why its doing it night after night.
Dogs are fine in kennels, they are ment to live outside by nature. No need to ring the rspca unless you see it looking skinny and Ill.
I hope they train it soon

You thought the cat recognised you as a lover of animals and thus brought its kittens to you. This suggest you either have some sort of imbalance or a Snow White/Tarzan commbo fetish which, you believe, allows communication with animals on a level beyond the norm. I think a trip to the shrink would help with either option. (when i say shrink....i mean a human doctor of the mind. Dont stumble across a friendly squirrel, strike up a conversation and think your troubles are over)
