I was racing motorbikes throughout the 90's and i was banned for 6 months of that time. During that period i re-applied for and got my yearly national competition licence.

There are many 16 year olds and under currently racing bikes! I would assume cars as well.

I do know that when I held a full international track licence that I had to hold a full road driving licence as well and that could be checked by the scrutineers at a race if they felt like it. If I had lost my licence then my competition licence would not be valid until I got my licence back. Maybe it has changed since, I don't know.
