Maybe a list of all those that haven't issued a single 'kiddy token' would be interesting? The way I see it is if you have then you have no place complaining but should trundle off to the spine shop.
Out and out spamming can spoil the boards and needs controlling (Even though I've never seen any), but banter, even if a little harsh, used to be a part of growing up which the country now finds wrong and punishable.
Even running to Policy to challenge an infraction is wrong, take it, if somebody is poncy enough to click his/her 'really important button' then let them. Get banned, open another account, carry on.

I have never issued an infraction which means I am special 
I believe that everyone is entitled to an opinion (even labour voters) and if I feel that there is trolling afoot, I just exit the thread and move on... Easay peasy!

All infractions are avaliable to the mods and Webmaster to see, by that i mean by who (infractor), and when.
If a person(s) are waging a war or such against Dave then it wil be easy to spot and deal with.
If you are concerned then PM the Webmaster.
I could not be more easy to monitor - i speak with some experience of this
Does seem like the infractions and the new self styled infraction police who have taken it upon themsleves to monitor and control what thaey feel we should post are getting a bit out of hand.
