In this instance, that would be considered premeditated (If witnessed of course) and a criminal offence punishable in court.

I am not a troll. I just try to put things in to perspective in discussions such as this. Personally, and as this is a public forum where people are (Currently) free to express their opinions and not in breach of any forum regulations, I'd rather Police deal with real crimes, crimes against the person, rather than wasting time on a minor incident in a council run car park. I am confident there will be some sort of notice/sign which states "Park at your own risk." or some caveat in Council by-laws regarding car parks in the area which excludes the council from any property damage liability (Because it happens all too frequently).
I too have had damage on cars while parked. A 2 week old 26k Land Rover Discovery in 1994 in an ASDA carpark. It's a sad fact of reality people don't give a **** anymore.

But you seem all too keen on defending people who hit and run !! Hitting a car and leaving is 2 seperate car offence's punishable in court as well There is a good chance they will not have insurance as if they hurry from the scene so it better to clamp on idiots like you err I mean those. You still seem to be sure its a scuff For all you know it could be a headlight and a wing ???

The Council carpark will have signs up stating you park at your own risk, even if it has a "Safer Packing Award", there's no gaurantee. The OP can go to court and request tapes, if any, in support of their case. In any case you would have to prove the other person did the damage, and as there are no witnesses (Barring video tape), the OP has no case for what is basically, superficial damage. If the OP did decide to go to court (Without undeniable proof), they'd be laughed out along with court costs I am sure.
I have been in the same situation, several times, yeah sure it p1sses you off, but put some perspective around it, people have died for less. The OP should repair the damage, and get over it. The effort, stress and costs required to "get some compensation" from the other driver just isn't worth it for what seems to be superficial damage to a body panel which will likely just pop back into place (They usually do if not creased).

The owner of the car damaged also has a responsibility to report the incident to police (An offence too for not doing so?), which will result in the incident becoming a statistic, nothing more.

Yes, some do, I have done it myself. It's not magic. You must be a complete moron or have no knowledge of vehicle body panels and how they can be "repaird". I consider you to be in both camps.

My opinion is just like yours, "your" opinion. The fact of the matter is I do not value my "car" over my welbeing, seem others here on SN, value their "car" over all else. Sad!

I don't think there are really that many poeple at all who would value their car over their wellbeing. There are quite a few more who are annoyed at their wellbeing having been messed around with by having to pay for repairs to damage done to their cars by thoughtless and careless drivers in carparks.
I see what you're saying about nothing coming from making the police aware of this type of crime, but it's still a crime.

come back to my car after a day of work to find somebody has damaged my scooby whilst tryin to park. obviously they have left without leaving details for me to contact them becuase the world is full of w**kers. the car park is a council run pay and display. couldnt see any cameras. should i write to the council and complain that there are no cameras and if there were then i could have found the number plate and got the tw*t who did the damage? do you reckon they may pay out something as a gesture of goodwill, or am i just being too hopeful
