More than likely, but again, that doesn't particualry affect you unless they raise taxes/cut other public services.
Borrowing is expected to be high during tough times; It's much lower than it was in the early to mid 90's as a percentage of GDP.
Trouble is, Brown set a limit on it and broke it, and now it's been turned into a huge issue, when it actually lower than it was under the Tories.
The PR disaster it caused is his own fault, but in actual terms, its shouldn't really affect us.

And woohoooo, we might actually get this money but he can **** right off if he thinks this will endear me to vote for him!
I fixed our prices back in 2005 so I know how much more we're going to be paying come May 2010 - I had a look at current prices vs our current bill
