Who has the right to film who?

The trouble is the Police are there to deal with the law and if they don't like being filmed in a perfectly legal way then tough they have to put up with it as that is the law. The local newspaper Photographer was arrested recently for taking photos completely legally and had his camera confiscated by police. The fact is the Police often think they are above the law and can make their own rules and there has to be a realistic method for the Public to seek retribution after abuse of power by the police. You try anytime any place to film a Police officer and see what happens they will tell you its a crime and threaten to arrest you.

As contridictory as what I will about to type is: I belive that everyone should have the right to film/take pictures in a public place. But at the same time I feel every member of the public should have to right to object to being in a picture/film used for private purposes or means to gain an income. Hence I belive copyright should be shared between the photographer and people/people's property used in the picture/film.
Totally impossible to enforce or police, and I wouldn't expect it to be. Its more of a principal on personal liberties if anything.
