If you keep an eye on classified's you can do what i did and pick up all the bits second hand i got
A VF23 *200
Autobahn 88 FMIC *250 (new)
Standard ECU with licence *200
3 port boost solenoid *35
Full HKS with decat *300
Apexi induction kit *100 (new)
Cost of remap circa *300
Fuel pump *80 (new)
Regulator *50 (new)
Total cost for 320bhp
* all in
1515
A hell of a lot better than 3k quoted plus 25bhp higher

l'll buy every VF recon turbo you can find at £200 and the plugs at £30.00 and the 3 port solenoids at that price. Prodrive fuel pump is not the real deal, and if you believe the interweb prices you can buy a new Walbro for a little more - IF you believe.......

The VF28 was bought from Harvey Smith who's add appears at the top of the page. www.harveyperformance.co.uk I was informed that it was fully reconditioned and I have no reason to doubt him. So I got a bargain then [£200]. I have seen plenty of others VF series turbo's with low mileage and around the £150-£250 mark. Try P1WOC, RB5OC and even for sale section on hear.
The fuel pump was actually a brand Walbro 255 pump, new and unused off another Scoobynet user [Matt241]for yes £50 delivered. afaik the Walbro and Prodrive are the same as I have had both makes abd they were both marked 'Walbro' on the pump unless you know different.
The NGK spark plugs are actually less than £30. They are the NGK PFR7 cold plugs and bought for £6.62 each [item no 270283908098] Yes off Ebay.

As for parts, perhaps you could inform the most of the leading turbo remanufacturers then as none could get bearings, seals or impellars as of 3-4 months ago............

David 1500 is not unrealistic if you take your time and keep an eye out
on ebay and classifieds on several forums
I have managed to get all of the below for under 1500
Autobahn 88 FMIC 200
Apexi induction kit 100
Walbro fuel pump 80
VF23 7000 miles 200
3 port boost solenoid 45
ECU with ECUTEK licence 200
Then mapping by Andy F estimated 300
I would hope to see 300/300 and could most likely see up to 330 if wanted.
I must be added i will most likely need a new clutch shortly!!!!

i knew you could get a replacement cart (and it was not cost effective imo), but i was after the replacement wheels, and could never find them
maybe he just had it sent away and had it checked over and given a bit of a clean

for what its worth, i actually built my vf23 from these spare scrapped turbos i had
vf22 hotside
vf28 core/cart
vf24 inlet wheel and cover
never had it balanced (was only supposed to last me 6 months)
and ran it at 1.45bar for 3 years LOL
removed it as i started getting a bit of smoke on boost and figured it was about to die, turbo was fine when i removed it so i gave it to a mate for free and fitted a home made 16g
