I just want fairness and safety ! You can't use a motor vehicle until at least 16yo, and require a test to demonstrate your knowledge and ability, but are allowed to use the same roads with no mandatory safety equipment or testing at ANY age on a bicycle. Why is it so wrong to suggest that ALL road users are reasonably qualified, suitably equipped and adequately insured ?

But i do see your point as the cyclist can still cause an accident due to not being safe.
Only problem is to impliment tests for bike users for certain ages, thats going to push having ID cards at an earlier age. Can just imagine a 7year old getting stopped and asked for ID

Family of teenager killed by cyclist call for change in law - Telegraph
As you can see, it is perfectly feasible that a cyclist can cause a death, even more so a major multiple vehicle accident, but they are never held accountable, which is WRONG !
The only plausible way I can think is to have helmets sold with a tamper-proof, easily read ID number, perhaps in a band around the circumference. ID would be required to buy it, and laws in place to prevent deliberate obscuring and fraudulent use, abuse or misuse of the system. I suppose much like the rule applied to those other road users whom have number plates

Some people dont seem to care, I'm lit up like Christmas tree, I've been out and have seen the old bill just drive past cyclists with no lights, seems like its too trivial. Yet a local cyclist was killed a short while ago, in the dark on the A511 no lights....

That is pretty sad and shocking, but not sure how any extra legislation would help in this case? You can tell what kind of guy he was... In fact I usually find a quick tinkle on my bell works well when other people are ambling along and GET IN YOUR WAY
You cant legislate against all human behaviour mate. D

It is sad, and he does seem like a bit of an aggressive **** but it has been debated before on here and things werent 100 percent as presented, yes he did hit her and she did die but I think it was not entirely his fault, there have been suggestions of the girls deliberately obstructing him, probably not through malice, just kids f*cking about which would be annoying but I wouldnt plough into someone because they wouldnt move, same when kids try to get a rise from drivers when crossing the road, dont react.
