RR are sh**e "IMHO" I wouldn't get excited about your results being too low. If your exhaust is losing you torque at the bottom end you might get more at the top end and you need it with our peashooter turbos. If it drives fine and the boost is OK and there are no faults don't worry.
Max safe gains for your cash will be a Dawes with bleed hole enlarged - get an air fuel ratio meter as well to check for safety. Then consider a Unichip after that - you can also raise the fuel cut with a Unichip I understand, as well as tightening up your timing and fuelling for more horses.
