They are on guard duty, its quite normal for guards to carry ammo on such a duty, even if its ceremonial (they still guard the queen).
As for being in the brown stuff, probably, but he should have an MOD policeman there to protect him from this type of intrusion by people, think he will be on ROP's for 7 days though

The protection of the monarch is the responsibility of the British Police Force close protection squad at New Scotland Yard. The troops you see at all the Royal Place's carry-out ceremonial duties only like trooping the colour, changing of the guard. The weapons they use are the basic L85A2 Assault Rifle which is used by all three branches of the forces. When the troops are on parade they are entitled to fly their battle colours. The colour is protected by a Sergeant each side of the Officer which Carry's the colour. If any person approaches the colour with any intent other than respect. The two SNCO's are legally bound to defend it by using there bayonets.

In the old days anyone on non operational guard would carry 3 rounds. Which would be in their pocket, and it was made fairly clear if any one of those 3 rounds found their way into the chamber you could kiss your **** goodbye.

Dont know what the SOP is now though, probably the same I would expect as MODPol and MetPol do the actual guarding.

The Guards outside buck palace (or any royal residence,ie windsor castle) are still on guard duty and are bound to protect the queen, hence why they are called guards the close protection squads that protect the queen are exactly that, close protection, but your first line are the soldiers on the gates.

Whatever happened to the Wassssssssssuuuuuuuuuuup guard ? Anyone remember that? Got fed up and just let it out.

As for this one, should have kept his temper really, must be super annoying, but its not like the guy was jumping all over him. But if it had been me, I would have grabbed the guy sooner lol, no patience me!

Hope he is not in toooo much trouble though.

There was no actual complaint made from the lad iirc, so hopefully just a ticking off for the guard.
