I'd recommend you file a claim with the small claims court. I had something very similar with an item I purchased from another car forum. The item arrived and was, like your BOV, broken.
After a month of being ignored by the seller, I filed a claim and it all got sorted very quickly.
I'd recommend you read the relevant info on the attached link and make a claim against your seller.

I've had dealings with this guy on another forum. I sent him parts free of charge for his Sierra Cosworth at my cost for postage (to help him out) and he didn't even bother saying thanks 
That says a lot sadly
I've just searched his threads and it's the same guy because he started a thread saying he'd bought an impreza
Hopefully you sort it out but due to his lack of courtesy when I helped him out I wouldn't expect much

Ive got his address lads. He's from east london. Trouble is i live on the isle of wight! Guna cost me £50 to get to london. Still no reply from him yet. Has this thread been posted on forums he uses?

If it was me, id just pay him a visit. He thinks he's got away with it, if he doesnt come on here anymore its end of problem for him, its not when you turn up on his doorstep.
