In fact they don't look that short to me. On most gals with a nice pair of pins they would look great.
Knee length - that's going back to convent rules in the 50s!!
At my boys school many years ago the fuss was about drainpipe trousers and winkle picker shoes! Oh and hair length of course.

I ferry some of "our" 16 year old "laydees" to a local college, and they are presented very tidily, in a non-provocative way, mixing with adults makes them scrub up. The suffers of "munter" syndrome usually don't get released in to the public domain.

I cant believe their dad is standing by them.....I know every parent thinks their child is beautiful but surely she would think it was wrong to wear a short skirt at that age anyway but secondly who wants to see those big fat milky thighs???

I've said for years that schoolgirls in miniskirts are why young males these days are so thick, and you'd need to be thick, desperate or perverted to find any of those three attractive. They need to be wearing burkha's IMHO 
With the constant distraction in pubescent boys, added to the 'showing off' which idiot teenagers think impresses others, there is a strong case for separating the sexes, at least for some important lessons. I do believe that co-ed has its place though, leading to better attitudes and relationships with the opposite sexes in later live. I certainly regret going to an all boys high school, even for just three years.

When I was at school, the shorter the skirts the better.
Remember perving over a lass called Christine. Sat in Computer Science, I was sat opposite her, enough distance away so to see under her desk. Very short skirt meant I spend the whole lesson looking up her skirt every time she moved her legs. Which was quite a lot of times.
