Technically the owner doesn't need at have tax on his car in Sainsbury's car park as it is not repairable at the publics expense (the car park not the car). Therefore the owner/driver isn't committing any offence until he pulls out onto the road.
However, he DOES need to have insurance as the car park is an area the public have access to.

Next, someone will say that the officer (from the initial post) probably took down the reg of the offending car and reported it to the DVLA via a sworn statement.
After all, it's all he/she could do because the actual offence is a tax one and therefore a revenue matter.
OP: do you really expect a copper to wait next to a car with no tax until the owner appears?
And we get accused of wasting money/time over crap

FP, no I didn't expect that at all. But then, why would he need the owner there to do something about it?
Just thought he might have done something.
Afterall, keep seeing all these adverts on the telly saying they're going to crush your car if you don't tax it.
I just can't believe that after 3 months the car still hasn't got a current tax disc displayed.
So, what exactly DO you BiBs do all day long for your extortionate salary, apart from eat loads of Sainsburys sarnies and get fat so you can't chase crims....

I'd have slapped a ticket on his window if it was me who had been asked.
Trouble is, that I've had a shed load of beer and can't remember which ticket-book it is. CLA/26 maybe?
I was very tempted to slap a ticket on a car ealier, which had parked on a junction and blocked an ambulance getting to a 999 call - it squeezed by in the end. The ****er had gone by the time we'd finished dealing with the emergency
