In fairness no not all but according to the likes of Barclaycard a majority are eastern/Asian crime gangs who are doing this.

Fuel stations are an easy way to do it as well, we all buy fuel, usually pay on cards filling stations are ideal, staff them with poorly paid workers from your particular country (in a lot of cases) who's first and only jobs are working there and threaten them to keep sthum...
