I realised you'd accepted it... as several posts had passed since mine and I'd not replied directly to your question, I thought I'd cite my source.
Yes, I do agree it's the right way to go about things. Gather the evidence required and when there's sufficient to allow something to be done, move in to arrest those responsible.
There is a risk involved by sending someone to disrupt / defuse an IED or suspected IED, but sometimes there can be a bigger risk involved in allowing (or forcing) it to detonate. What if it's outside a hospital or school for example?
