Another recommendation for API. David will give free advice over the phone and is very knowledgeable as well as honest.
BTW: If you ARE cutting wires anywhere near the petrol tank DO ensure that the ignition is OFF. We don't want any sparks and nasty surprises, do we

The first thing you want to do is accept that there are no real cheap routes.
If it was me
performance panel filter insert
walbro fuel pump
decat exhaust system and maybe a sports cat downpipe for mot.
remap
this is gona cost around a grand but will totally tranform the car, save up you won't regret it.

From my personal experience I would recommend Powerstation for anything suspenstion related (installation and setup) and Pat Herborn for remapping
Pat's a travelling mapper and I think he maps for API too.

ok brought my 2005 wrx 2 days ago and i must say im gobsmacked
i just sold my mk1 golf 1983 with a 20v s3 engine running 300bhp dont get me wrong it was a fast car only problem was too much wheel spin to much power to keep down
today i had a shot out at traffic lights on a dead dual carriage way with a m3 i couldnt belive the launch 4x4 (never had a 4x4 before) unbeliebable and how the car kept going going glad i brought this car
