Not footing it at all, half throttle if anything. Keep the revs bellow 2k revs and never really let it go above 2.5k. I'm doing 40mph in 5th gear I can't smell the petrol. My classic used to run rich but not as bad as this and you could smell it. I'm not sure if this makes a difference or is of any help but it used to pop and bang, it doesn't any more.
You have a WRX right? So 5 speed box? I'd be doing 40mph in 4th. Keeping the revs below 2krpm will not save you fuel, it will just labour it more. Between 2-2.5krpm seems ideal for cruising speeds in a WRX.

Sounds like you could be labouring the engine to much to me.. but it wouldn't explain the fuel economy being that bad, but the 02 sensor would!

Could it be that because I have filled up so close of each fill up that I have had a bad batch of fuel. I always use the same petrol station and always use Shell V power.
I would have taken it to MVS Automotive but its too far and there isn't any garage that specialise in Subaru in Birmingham that I trust due to experience that family/friends have had. Would you take your car to Alum Rock, I wouldn't you could be sat in Dixi and then see some asian 'cuzy bro' razzeling your car down Alum Rock RD.
And I know I have STI badges on my car but I can proudly say its a WRX with some mods. I'm not trying to make it something its not lol

I'm not criticizing dude, you put whatever badges you want on your car, I was checking it's a WRX as obviously the gears are much longer on it's 5 speed than an STi's 6 speed, so 5th in an STi is not too bad at 40mph, but you using 5th at those speeds in a WRX is like an STi using 6th at 40mph.
Either way, keep the revs up a bit more, fuel economy is worse the more load there is on the car, if the revs are too low, you are increasing the load and therefore making fuel economy worse.

Don't worry as soon as the fueling gets sorted will have it in 2nd gear doing 40mph lol or higher.
Got it up and I had a look and so did my mate (he is a quillified mechanic but was made jobless and is working at matalan with me). Neither one of us could see anything. So I still don't know lol.
But ramp VS axel stands would show more and make it easier to look. Will have to take you up on that offer.
