If she is interested in doing it professionally, then get here a couple of professional shoots done then contact all the agencies and forget about the internet based sites.
If she just wants some nice pictures and wants to stay as an amateur, then a profile on Net-Model and/or Pure Storm will get her some shoots usually on a TFCD basis (time for CD of the shots). But as an amateur, she'll get lots of messages from real amateur photographers and GWCs but at the same time will get a few emails from skilled amateurs (who are very good but only do it as a hobby) and from a few semi/full time professionals.
If you go the second way, let us know. I have a profile on Net-Model as I used to be semi-pro but now only do it as a hobby.
For what it is worth, she has potential in my eyes. But I'm a sucker for long hair in the models I use for shoots.
