Neighbours dog - worried - advice please

I thought id just add that i take my dog out at about 4am every morning for a 3 mile run once a day. Maybe that owner does the same and you just dont see it getting out. Highly unlikely tho, given your explaination.
Things sometimes arent always as they seem is all im getting at.
People might see my dog barking at the kids next door cause he wants to play, and also assume he isnt getting walked and before i know it the RSPCA could be chapping me up![Wink](images/smilies/wink.gif)

I start work at 6.30am, so get up at 4ish, go for a run with the dog, lift some weights and then go to work.
I just find it hard to get motivated for exercise after work so do it beforehand.

There are plenty of dogs that live outside (our neighbour's dogs do for example) and may be kennelled all day. Lots of working dogs are. What is nice for a pet may be completely different for someone else. Whilst this may not be a working dog - you can't really differentiate in terms of animal husbandry.
A dog lover may abhor that a pet owner leaves their dog to get bored, but it is not an RSPCA intervention.

And I am disagreeing with you - in my experience the RSPCA do not check 'every' report. They will if there is clear demonstration of mistreatment and what is described does not really constitute clear evidence of mistreatment. They may advise you and they may check it out - but there is no compunction for them to do so.

"I have heard them with the dog, i do not think they are hurting him but training him and it all sounds very aggressive - not a brilliant term maybe, but the dog yelps and whines a lot when they are with him/her"
and count the hours it takes for them to come round.
