Its not a UK Spec D but a Maltese euro import STi special, so bang goes his valuation as well as misrepresenting a car.
The 40k "cost" I assume is the Spec D list price (£29k) plus £10k of mods that seem to add up to less than £9000.
On the other hand, the seats are lush and I'd swap them any day for the Spec D sofas.
