he could have also rugby tackled him, or punched him as he was about to shoot, also equally good tactics.

As the rules stand he had this choice
"Save it using my hand and I don't get to play in the semi final" or "Don't use my hands and neither do the rest of the team" - You have about 0.1 seconds to consider this, so you will always mkae the reflex decision.
If the choice was "Save it using my hands and we get disqualified and don't even get to play in the next world cup" or "Don't use my hands and we get beaten 2-1, as we deserve, but at least we will have another chance in 2012," maybe the reflex would have been different.
The potential cost has to outweigh the reward. Given the current rules, he had a choice of nothing or maybe nothing. The cheating is crap, but the rules encourage it.
