Scandinavian airports, for example, can operate on compacted snow. UK airports aren't licensed to do so, where we operate a "back to black" policy.

And another question.....
They said that aircraft wheels were "stuck" to the ground. OK so why don't they have have something like a golf cart with a big drum of saline solution and pump which buzzes around spraying around the wheels to free them? Sounds a practical idea to me?

I can see the airfield from here and we have vehicles spraying everything as I type, but it takes time to work.

We have had pretty benign winters for a good many years now, it is understandable that the various authorities were equipped to deal with those conditions in general.
This lot is very unusual compared with recent winters so no one can be surprised that the equipment availble could not cope fully.
We are having a similar winter to those we used to get as a matter of course several years ago. Time will tell if "Climate Change" is taking us back to what we were used to in years gone past.

No that won't wash
I am talking about a specially adapted cart or small tractor perhaps which could easily be fitted with studded tyres or snow chains.I just find it hard to believe that modern engineering can't keep the busiest airport in the world open when it's very cold. Of course it would be expensive but.....

Wet snow and slush conditions are particularly challenging for the aviation sector as it is not currently possible to accurately measure runway friction levels in these conditions for the safe landing and take-off of aircraft. If allowed to accumulate, wet snow and slush can cause wheel drag and hydroplaning of aircraft. Because these conditions are fairly common in UK winters, the UK operates a low tolerance level for ice and snow, meaning all movement areas have to be cleared completely (known as ‘clear to black’) as soon as the level of contamination reaches a depth of 3mm. In comparison, aircraft braking action can be predicted more accurately on compacted snow and ice, which is often the norm on the continent.

Oh what a distaster. You have to LOL though...a few inches of snow and London is a refugee camp, Major making public statements, panic...
Anyway speaking of flying....I can't make my Libya to UK flight tomorrow now, but it would probably have meant me stuck in LHR because I need to go to MAN and short-haul seem to be worse hit?
So later BA and KLM flights are all full....
Dunno how I'm gonna get home?
