I think the point is that downshifting at peak power is not the fastest and that high RPM is not necessarily bad for an engine - just look at Honda V-tec engines and also people drift old engines like RB20's banging on the limiter all day long and they last.

The way to a long life engine is low stress and that means low RPM ..... every engineer knows that, even most non-Engineers can grasp the concept.

The Honda VTEC is designed for such use ... other engines are not, generally.

Modding an Engine to give 400BHP is killing it - and a major reason why people don't want to buy Modded cars ........ which, in essence, is what the Top Gear presenters were saying.

I did not suggest changing up at peak power revs.

I assume that when you say downshifting that you really mean upshifting!

The higher the revs you use the more the damaging the loads that you put on your engine which is signficant if you respect your car and would like it to last as long as possible.

I think Les would agree with that but I would assume the point he is making is that you can enjoy a cars performance whilst ensuring these consumable parts (engine) last longer.
