This idea has been done before in the 70's when an "Oil Crisis " ( IIRC ) caused lowering of speed limits to 50 mph in NSL areas.. Think the gov introduced petrol rationing coupons too.

It's insane; why are the Gov trying to impose a solution to a problem they have cause in the first place?

The PROBLEM is the insane amount of duty. If we just paid for the cost of the petrol it would be cheap.
