More to the point what is the point of scanning passports if you do not receive such info from your scanning system.

Here in Germany I knew a guy who left with an unpaid parking ticket, years later he came back on a business trip and was arrested at the airport when they scanned his passport.

I have to be careful about saying too much although I can say that many European countries such as Germany and Poland operate a zero tolerance policy which means we often have to liase with Interpol having stopped a grandmother at the UK border who stole a packet of biscuits 20 years ago and so I can believe what you said about the German guy.
