He should just have arrested him for braking the law,and then kicked him into touch for getting uppity

He has to be able to state more or less what he's arresting for and under what legislation or it will probably get kicked out as a wrongful arrest. The camera's presence doesn't help the copper in this regard.

I'd guess from comments on youtube and various other places that the PC was in a community liaison role, educating kids, promoting safe cycling etc.
