House survey issues - anyone had this?

We had a similar problem when I wanted to mortgage our house which is also very old. They wanted certain modifications made to the house which they said were necessary. I got a letter from the council to say that the modification they ordered to be done was not required by the regulations. They witheld part of the mortgage forcing me to get a expensive bridging loan. They also charged for the surveyor they had sent round. I eventually paid off most of the mortgage but they then wanted to charge the full years interest on the old amount outstanding. It was a significant difference! They also were trying to get me to accept the amount of the mortgage that they witheld in the first place.
I went into the office next day and paid off the rest of the mortgage which gave me a lot of pleasure.

The regs are not retrospective in other words if alteration is not taking place there is no need to comply.
Part L1B Conservation of Fuel and Power would be the applicable non conforming area. However like I say because your not changing anything it should not be an issue.
Obviously a sneaky tactic to get money off.
If you were bothered yourself or the couple are bothered suggest they insulate it internally, although you don't want to be spending money and reducing floor area yourself.
