TX, I couldn't figure out either what he was saying in his post- to start with. I have just read his post again for the third time, and I have eventually got it.
Not that you asked me to de-code, but I sympathise with you. So, I am going to help you. What he meant was that the bully bloke was unnecessarily picking a fight with the innocent Stevie, because the bully's wife had left him. On hearing so, Stevie was proper confused because he didn't know whether to feel sorry for him or to rip him apart in two. Stevie even took his glasses off and challenged the bully in "Come on, then!
" fashion. Just like that Eddie Redmayne does to the French soldiers in Birdsong at the end. Well, if you are gonna get leathered unarmed with the stronger one, you might as well get leathered with some dignity by showing some RAAAAAR, eh? Fair enough. 
But before ripping him apart, Stevie sensibly asked him if fighting with a complete stranger was the answer to his wife deserting him. This is called pricking someone's conscience. Hurrah, it worked! 
(not that it always does). The bully hung his head down in sorta shame mixed with grief 
and thanked Stevie for helping him to realise that taking it out at random peeps is not the answer. He should fight with the pillow or something instead.
So, basically, the bully eventually had a turn of heart. He went off quietly; leaving Stevie happy with his fast bike.
Now, Stevie with the fast bikes is worried whether to report the bully to the authorities because he may be a danger to himself or to others.

It wasn't to rip you, Stevie. Most of us on here are not exactly some English experts either. It was just a bit of a banter, that's all. We rip one another as well for sheer fun.
