Totally agree on both counts. IMO rear fogs are only of benefit in thick fog on dual carriageways/motorways.

Was foggy last weekend and saw a pick up with no lights on,but he'd got whopping great fog lights fitted .Also fetching my better half from work last month,11.30pm and saw 4 cars in the space of a mile with fog lights on.Had been raining so was dazzled with reflection fron road surface.I flashed the 4th car and he put main beam on.So decided if you can't beat em,join em.5 min later got pulled and given a warning .LOL

The side-light indicates perfectly well how wide a vehicle is. It should be law for every car to carry a spare bulb kit which is checked at MOT time then in theory there would be no cars driving around with lights out.

IMO front fogs are to enable you to see better, rears are so others can see you. If you're on a streetlit motorway you don't need your fronts, but the rears give some extra security.

If leading down a foggy road you might need the fronts, but should turn the rears off if being followed by another vehicle.

Therefore independent controls are part of the solution not part of the problem.
Can you imagine even trying to train that out to the whole country? Old people, foreign friends and simply thick people???? Lets face it, due to the fact this thread exists, making the rules harder is just gonna cause more problems.
