I initially started doing Subaru mapping from home. Some of the loud exhausts irritated my neighbours and they spoke to me, pointing out that there were local covenants and bye laws that restricted businesses from home, which I didn't realise. So I just arranged to meet customers at the local hospital car park instead, then it got to the point where I needed to decide whether to expand and increase prices, get premises etc, which wasn't worth it as I was only doing the work evenings/weekends. As the day job got busier as I took on a medical partnership I stopped anyway.

I was, however, at most only plugging in a cable to the house, not using power tools, hand tools, emptying oil, removing parts etc. What upset the neighbours was four Subarus one evening which was actually more social rather than business, but I could see their point.

There are many more isolated domestic properties with land and outbuildings that would be suitable for this sort of thing, but they aren't cheap and the regulations would still need to be checked.

Works like this,

Ask once, nicely, appeal to better nature and see how it goes,

If you aska second time, still be nice but make it clear you will take it further,

Still no joy,

He has made it clear your opinion doesnt matter, time to drop him in it.

We got an anonymous letter about the Dog barking, hardly anything as he does our heads in when he gets noisy, so we get him in, they threatened allsorts, Police, Environmental Health etc, I can deal with someone asking politely if I am doing something that bothers them but dropping someone in it without a right of reply is poor form. I mentioned the dog barking to our next door neighbour and he said we are too effective at getting him in now, his daughter had bought a dog repellant device for her boyfriend who lives in Turkey and she wanted to test it, she heard him, grabbed it but he had been brought in before she had chance to try it
