Fuel duty rise scrapped

Yeah obviously we're 'grateful' it never went on, etc...
But the underlying issue is the cost of fuel... as it stands! Or rather the % of duty (and VAT) that the govt. deems a 'necessity' to take from us.
Apparently we're the 2nd highest taxed in the world when it come to fuel (only Norway 'betters' us). Why should that be? (Esp., as we know, our infrastucture is based around road haulage). It's not as if we're a poor county by world standards.
It's the perfect combo of a generally apathetic public + millions of vehicles being a convenient, ready-made 'tax collector' = ever 'greedy' govts.

The so called "Road Fund Tax" went the same way naturally.
