Over-the-top copper purely out of jealousy. He chose to put his foot there, why not stand in front, how can the driver see where his foot is?.
I had similar, i came back to find a warden writing me a ticket, i jumped in my van, and drove off before the ticket was stuck to my window. I watched him rip it up in my rear view mirror as he needed a picture of it fixed to the windscreen.
Whether the law has changed since then I'm not sure.

Frequently Asked Questions
If I return to my car whilst the ticket is being issued but drive off before it can be either handed to me or fixed to the vehicle am I still liable?
This depends on who it is issuing the ticket.
If it is a council parking attendant then, to be valid, the ticket must be either handed to the driver or fixed to the vehicle. If you subsequently get a Notice to Owner you should write to the issuing council, explaining the situation, and ask for it to be cancelled. If they will not cancel it then appeal. Although the adjudication services do not categorise types of appeal anecdotal evidence suggests that between a third and a half of all appeals are for this reason.
However, if you return to find a police officer or traffic warden in the process of issuing a ticket then, if you drive off, the ticket can be sent to you as they enforce under different legislation.

Anyone with common sense would of waited if it was a cop, especially if it was legal to park there so you can explain to the copper.
If it is legal to park there like people say then i'd sue the f*ckers ****.

If it was a case of being the hotels valeting bay, why did he see fit to get in the car and try and drive?
We were born with mouths for a reason (especially the girlfriend lol ), so why couldnt he explain the situation?
Poor choice of action, deservedly got ragged all over the shop, nice car or not.

Interesting replies. I wonder how people would react if you swapped out the Ferrari for a Subaru. The fact it is a Ferrari seems to jade people's opinions, I dont see the guy as being arrogant, he just tries to get in and driver off before the ticket has been written, whether right or wrong. People see the type of car, considered him a flash, arrogant git, without reason really, and jealous takes over. This copper is no different.
Personally I feel the copper was completely over board, and how he subtly scratched the car is out of order, regardless of colateral damage. You see him leaning against the car, and damaging it, on purpose. That, to me, show's he had a chip of his shoulder and bascially had judged the driver already because he had an expensive car.
Yes, the guy should of waited, but that copper was just as wrong. His conduct should of been questioned as he was using the law to ` teach him a lession `.
I worked with the Police for a good year, and saw this daily. Small minded people, given powers, using them wrongfully.

Oh that is quite an interesting social phenomena.
One, rich and successful, thinking he doesnt have to explain anything to lesser beings.
Another, thinking he is THE LAW and should be obeyed and respected.
Both have something to prove and both are equally ignorant.
Logically, the copper is in the wrong though: didnt bother to check if it is a no-parking area, everything else kicked off from there.
Quite an awesome representation of two rotting pieces of American society.

You have to ask yourself why this was being filmed anyway "Ferrari gets a ticket ha ha ha". I'd imagine the owner was very embarrassed, and it would take a very confident person to stand and talk to a gun-ho cop in front of a baying crowd. As I said I did the same, although I doubt I would have if it were a police officer.
The cop purposely put his foot in danger and in front of a crowd and now in front of the world acted angrily and with force that was not reasonable.
Anyone who has been on the wrong side of the law knows just how police can be, no different to bouncers or traffic wardens.

According to the New York Post, the Ferrari driver in question is 28 year-old Julien Chabbott, an internet entrepreneur. The Ferrari was cited for parking in a no-parking zone, along with failure to display an NYC inspection sticker in its front window and failing to have a registration. The unidentified police officer reportedly sustained injuries to his left hand and right foot in the altercation.
