I assume you are fully decatted and have an efficient exhaust system?
Generally some causes are :
Improper porting of the O/E headers.
An unmatched uppipe.
The O/E uppipe will not be doing you any favours anyway.
Poor mapping. I am not suggesting that is the cause in your case because Andy has already observed the poor spool.
Too small an air filter (in the inner wing). At your power level I am not a fan of the inner wing air filter.
Inefficient inlet tract.
Hot induction air, unlikely in your case.
Hairline crack in the headers or uppipe, particularly in your case around the banjo expansion joint on both header cross pipe or uppipe.
As much as I want to sell you an FMIC an FMIC on its own will not improve the spool. At your level it will certainly gain you power and torque.
If I saw the car I may have more to add but from time to time we come across cars with apparently similar specs and turbos and occassionally one is slow to spool. Obviously if we find the reason we rectify it or advise the owner of what is required.
Andy may have some pointers for you.

The inner wing filters tend to be on the small side do they not ?
I prefer a larger filter (be it KandN etc) in the engine bay where there is more room. Add a cold air feed and bobs your uncle.
I've never used Harvey's ported manifold and matched up pipe but I have read many good things about them, this could be a good option for you. I opted for laterals and am very happy with them but I'm certain Harvey's kit would help your car no end. Front mount is also a good option at your level, mapped properly it won't add any noticeable lag either.

OK so you are going for an Ecutek remap and because the space is taken up by the MAF sensor body you are restricted as to what you can fit in the engine bay. In your position I would look at fitting an adaptor plate to the end of the MAF filter so that you can then fit the largest possible K+N in the space available. You should also consider cutting a section out of the inner wing to accomodate the larger filter. This can be coated with stone chip to prevent future rusting and an edge trim applied so that it looks like the original car. Heat management will improve things for you, wrap the turbo if that is not already done plus headers, uppipe and downpipe. This can make a big difference to underbonnet temperatures. Removing the rubber strip on the bonnet edge above the slam panel on the driver's side for a distance of about 18 inches will also improve air flow in that area.
On occasion we have built a carbon fibre divider which runs along the driver's side chassis rail up to the bonnet with heat insulation on one side so you have a cold air compartment/area where the filter sits.
If you are coming in the direction of Darlington any time we will give your car a good look over and make recommendations based on what we can see and 20 minutes or half an hours investigation work costs nothing. Your turbo is certainly very late spooling for what it is and it would be worth getting to the bottom of the issue(s). As Andy Forrest has seen the car and worked on it does he have any pointers?

Did it come from Andy F?
He will be the best man to identify it as his.
He will also tell at a glance whether it is an 06 or a more common 05. In my experience, without a lot of work the 06 is not a good choice on a 2 litre and there are plenty £200-£300 NEW examples on E-Bay.
So where did the turbo come from?

If a bigger exhaust housing has been fitted which has to be a possibility then spool will be affected but without removing the turbo and physically examining it I could not say what you have there. It may be this turbo is better suited to a 2.5 litre engine or certainly a 2.35 so you may want to consider a more suitable turbo for your 2 litre.
I suppose it could be possible to make a one off uppipe to improve the situation but on a one off basis it is hardly likely to be cost effective or worth the effort. Sorry I cannot be more helpful. It is a great pity you weren't closer because we could quickly get to the bottom of the situation and come up with the most cost effective options.
If the turbo itself is OK chances are it will work well on a bigger capacity engine.
