they are thieving scum and need locking up.
i used to work on a local council estate and one night 20 houses had the lead flashing knicked off of their door canopies, probably worth about £10 off each one, cost over £150 each to sort out
i'm a sparky and my old boss was asked by the taxman (or whatever department) what he does with his scrap and told they will tax him on any money he 'earns' from a weigh in. he was given a warning and told he has to put in a reciept for weighing scrap in every 6 months, and they must be for a 'decent amount'.

I remember one story in the news a year or two ago, a guy and his mate went into a (seemingly) disused National Grid facility of some kind. The next thing he knew about what happened that night was waking up in hospital a whole month later, and being told that his various injuries included part of his skull being blown off.
Amazing he survived at all really, and he'll probably never truly be right in the head.
