Ok there is a way if your really serious.
One of my ex "friends" had it done to him. To put it in context, this friend did something that really pissed someone off. All parties knew what was going on, and the pissed off person was VERY unhappy. My friend however was regarded as someone you dont **** around with.......
My friend had a knock on the door one afternoon, and a bloke was standing there, before my friend knew what was happening he was confronted with a gun pointed at his head and told most definately that this was a warning. He should avoid all contact with the person who he pissed off, and should not do anything to **** him off again.
The bloke then said it would be advisable not to do it again.
Believe me this worked, a full frontal would not have had as dramatic a change as this warning had.
These types of messengers are available, if you want it sorted.

Right the only way to do it!
If your house is council owned and his is then the housing officer has a reponsibilty to serve him with a warnig first. It is a breach of conditions the actions that you describe. If he is private then a solicitor can get an injunction to prevent the behaviour.
With both of these the bottom line is evidence. A dictaphone costs £15 quid and if you have a video all the better. You have to be seen as whiter than whiter, so resist the urge to chin him and record everything, also keep a diary of things he does.
In law there is an offence of harrasment, originally designed to keep stalkers at bay but is used for neighbour disputes. For a person to be arrested for harrasment a warning must be given by an officer first. If the officer suspects that you are both as bad as one another when he speaks to this man then he/she isn't going to attempt to help you so much, be good yourself,let him dig his own grave. If it gets to the police don't get fobbed off, state this and they are oblidged to act.
