I don't disagree with TT, because that is the public perception.
Our (ex)-Chief Constable resigned before getting sacked by our Commissioner for um.. statistics management.
Police friends of mine tell a few stories of how the police manage to keep reported crime under um... control.
A pub known for drugs. Bust it and you've got say a dozen arrests. That's a 1200% increase in drug crime when we're looking to the police to reduce crime.
Completely stupid mentality.
To me, that would be a 1200% improvement in police crime detection rates.
I was a councillor and I saw how they did it.
Basically:
a) do nothing to detect crime, so you can't find any to report, which means less reported/recorded crime;
b) make the process of reporting a crime so tiresome that people are put off following the process all the way through - which means less reported/recorded crime;
c) make comparisons with other places that show your force's and/or area's stats are very favourable compared to Damascus or Cairo, or at least their UK equivalents.

Just bought my first home so the scooby is going to have to wait a little while to get mended! Just hate that there is no consequence for the person who does it!

If they can't do anything defo get an estimate so you can push on the other front.
