The vehicle is subject to a noise test at 2/3rds max rpm and so the silencer is baffled. At approx 4rpm over this limit, a servo lifts all the baffles out of the way.

I think you will find that these 'rules' already exist but are not generally applied to cars.
Bikes generally have a harder time as the Police will use it to find something wrong and they can't pin a specific driving offence on you. Most bikers know that you are on dodgy ground if you don't have an 'e' mark on your exhaust.

The Government wouldn't be able to make this new law retrospective and therefore it would only apply to new models that came out after the law was passed. Something similar applies to emissions regulations which are getting tighter all the time, but do not make older cars, which cannot meet the latest limits, illegal.
Therefore everyone who already has an aftermarket exhaust fitted should be OK.
Perhaps I should get the Magnex system I was thinking of having fitted next year fitted sooner!!!!!
