.htaccess Is there a IIS equivilent?

Question

I'm trying to build a website but do not want other people hotlinking to the files. I've been told that .htaccess will do the job but we are running IIS not linux so htaccess will not work. So does anybody have an example of an ASP script that will only allow certain specific domains to access the files and bar everybody else?
