Vpaec.vxd missing?

GF's driving instructor told her his PC was playing up so she volunteered me to fix it. Sound wasn't working , so I reselected his soundcard in the playback options which worked a treat. However, on bootup you get the 'black screen of DOS' telling me that VPAEC.VXD is missing blah blah blah. Everything appears to work OK though. A google search suggests it's some kind of videocard driver, but not for the card he has. He has a logitec webcam which still works OK. The file doesn't exist on the hard-drive, and I'd like to get rid of the DOS message for now until he finds what it is that the file is needed for, but I can't find any references in the registry to it! System file checker doesn't have it in it's list of problem files. Win 98 on a 'time' PC.
Any ideas?

Try system.ini in his Windows directory.

Not in any of those bad boys! (well, as far as the system information utility goes anyway.)
I think it's a driver for his ATI graphics card, so I'll reinstall that to see if it fixes it. Thanks for the help!
