updating hardware database

just installed a freecom CD-RW drive to my laptop. Everything has gone well however it will not update my hardware database ???
I run ME and the window opens but it stays at 0% forever. This is really geting to me as it wouldnt do it with the previous one either. I took that back thinking it wasnt compatable and got this.
Is there something that could be stopping this from happening or can I go into the control panel and sort this?
