Win Xp pro desktop icon text just out of interest

Hi Folks
Just out of interest as at the mo it's fine but usually you can see through icon text on desktop to picture below but one or twice i've changed desktop background to just a plain colour, then when i've gone back to a picture the test under icons is now in a box of previous background colour.
I'm probably missing something blatantly obvious (yes i know like don't change the background
) but it's annoying me so i thought i'd ask 
So far the only way i've got it back is when i've been sorting other peoples pc's out and the easiest way was a format and start from scratch
