A quick question, what is the difference between a site where the page starts:-

'DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN'

and one that simply starts 'html'

Valid HTML should include a document type delcaration to show which DTD is in use, so any HTML that doesn't include a valid doctype declaration is invalid HTML.
