No. You can rip it to DivX or AVI and use normal CD's. You will need the software to compress it though. Try here http://www.divx.com/ for tips and stuff.
We have done nearly 400 movies like this. We use http://www.bsplayer.org.
You will need to get some codecs too - the info is on divx I expect.

Colin, also check out http://www.vcdhelp.com who have step by step guides and all the software you need to achieve it. Obviously putting a DVD onto a CD will result in a certain loss of quality, but it will still be very watchable.

The loss of quality is barely noticable on a decent rip... still heaps better than an original video Chris.
All our 400 odd movies are divx, AVI or vcd and all very watchable. Its just the codecs that get bothersome.... intall, uninstall, reinstall... arrrrgh.
Why cant they just use a standard?
