If you are trying to refresh the installation, then you will need the install CD (or image of it on hard drive) not just a floppy disk.

If you want to re-install Windows 2000 without having access to the current installation, either boot off the installation CD or create some bootdisk floppies. The bootdisks can be created using the bootdisk program found under the 'bootdisk' directory on the Windows 2000 installation CD.
