Windows 2000 vs Red Hat 8.0 routing problem

I've been having nightmares trying to configure routing via our corporate firewall for a week or so.

Finally made some interesting progress, when I replaced my test Windows 2000 server with a Red Hat 8.0 one. It took all of 10mins to check the firewall config and setup the new rules and hey presto it worked.
So, if I have Windows 2000 acting as a router, it doesn't allow masquerading (NAT) to work for my subnet, but when I stick in a Red Hat 8.0 server as a router it works.
I'm rebuilding the Windows 2000 box again (without touching the firewall config) to see if it definetely is the Windows 2000 that's been causing all the grief.
Anyone any ideas if 2000 handles IP forwarding differently to RH8?

The local.arp file mechanism for ARP publishing does not
work on Windows 2000 which prevents the static destination
NAT from working. The current workaround is to add a static
route to direct the NATted traffic to the gateway.
