Corrupt Group Policies

Weird stuff going on with our Active directory... error 1058 on xp clients reports that:
Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=<domain name>,DC=com. The file must be present at the location <\\<domain name>\sysvol\<domain name>\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (Network path not found. ). Group Policy processing aborted.
Also when we try to open the group policy object referenced, the editor shows "windows cannot open the template file" for the security options.
technet says that this is because the referenced path is missing, the permissions on the sysvol folder are dodgy, or the dfs client is not running.... but none of these seem to apply in our case.
Anyone got any other ideas? It's driving us all to drink....
