Help - MS Patch for worm

I cannot install the patch from MS as it says that Cryptographic services have to running. I cannot start the cryptographic service as it says one of its dependant services is not started.
I also cannot start the RPC service as its disabled.
how do you change the status of the RPC service as the "properties" option is not working (i think COM is effected by having disabled RPC)
